Enforcement Among UTM Communities

I’d like to suggest that UTM appoint other officers other than the security staff for the no-smoking zone and no parking zone that can give the summons to the offender. Split the ‘income’ as credits to the staff. This can reduce the dependency of the security department that is understaffed.
